How to deal with any Managing outstanding user stories at the end of a sprint

From time to time an agile team will complete a sprint with a small number of incomplete user stories. For example, in the 'work in progress' state. The most effective way to deal with these user stories and to retain the integrity of the sprint velocity data is to identity the work that has been complete and associate this to the sprint output and break away the remaining requirements into a new user story. Both user stories should be quickly reassigned a new story point value.
