Anyone can author, write a user story. However, the entire agile team must come together to define the conditions of satisfaction and the acceptance criteria. Collaboration is also required to estimate the effort to complete it; assign story points.

The user story owner can be different from the one that writes it and therefore determines whether it can be assigned to the Complete state from work in progress.
