Successful Initiative Teams share two common traits:
they’re empowered to determine how best to achieve their goals having received clear instructions from senior stakeholders
technical and commercial staff come together (cross-discipline) to co-own, co-design, co-create and co-deliver and support the initiative
Creating a cross-discipline Initiative team calls for the adoption of a Competency Led Team Design Framework.
The framework steers the organisation through the following steps:
Obtain from the business case and its stakeholders a clear set of objective and key results that will shape the high-level feature roadmap for the agreed period (e.g. quarterly)
Identify key contributors associated with change during a value chain analysis workshop. Work with stakeholders to refine scope if too broad or complex, or evaluate the benefits of launching multiple teams
Identify the core competencies needed within the team/s required to implement the features at three distinct levels of engagement: Permanent, Iteration and As-needed
Identify those positions (via job description) and then appoint the individuals that will take up the roles within the core team (i.e.permanent position), e.g. Product Owner, a Scrum Master, a Technical Subject Matter Expert. Based on the focus of a specific iteration (i.e. sprint) identify the competencies required, and those positions. Thirdly, identify those competencies that are critical to success, but are otherwise only required to contribute during a specific period or are required to perform small focused tasks.
Work with the resource team to determine whether the competencies will be acquired (sourced) internally or externally. In some initiatives it maybe necessary to consider external resources (acquisition). The time required to identify and secure these external resources may ben lengthly. Working with stakeholders to reprioritise the implementation roadmap to accommodate these additional resource activities.
